What does it mean when a guy laughs to himself when he sees me?

I'm a sophomore at college. This guy was always really nice to me & seemed really caring & friendly, & wanted to know all about me. I told him that I liked him last year but he didn't want a relationship. Now when I see him he just looks at me & says nothing or laughs to himself & doesn't look at me. I thought he was nice, but now I don't think so, and I want to know your opinion.

Upon just reading the title my thoughts were that he was like me and Ted from HIMYM: Just kinda giggles like a schoolboy at the sight of tits. 'Cause I did that when I first saw my girlfriend naked, she was the first woman I saw naked.
