I mean, kinda sorta maybe.
It's not necessarily true absolutely all the time. If someone avoids you it doesn't always mean they like you or even dislike you and it doesn't always mean they're doing it on purpose. Might be accidental.

I'm very rude to almost everyone but that's because I don't know how to function like a normal human being. But I do sometimes get shy around girls I like. Or I'll be overcome with an insane amount of confidence and flip over cars and pound my chest like a gorilla to get a girls attention.

what they'll do is they'll talk to every other girl except for you or they'll get an ugly girl and treat her like a queen that way they piqued your curiosity and you thinking if he treats her like that he's definitely going to treat me good or if he speaks to everybody but you you're curious as to why he's not speaking to you like what's wrong with me. then when he does speak to you you're more open to respond or give him the response that he wants because you're trying to figure out why was he not speaking to me and that's how they do it I've done it many times that's why I know it so well and it really works

Back in high school this guy talked to every other girl but me it's like he was shy to even though he wasn't a shy person (I guess I put that effect on him) all he does when he sees me was stare intensely making me myself super uncomfortable and later (after high school) I found out he actually liked me.
