Depends on the club. I've been to clubs where blowjobs were common, and where the guy could go down on the girl if he wanted. They drew the line at full sex. And that was in Dublin, where you'd think they'd be less seedy than that.
And in Brussels, there was one where full sex with multiple girls was allowed if you had the cash.
Bear in mind, these were not official brothels in the red light district, this was a so-called strip club in the heart of the shopping district. But hey, if you have the money...
There was a club I was in in Switzerland years ago, where the girls would start having sex with the dude, then stop and demand more money.

It depends. In better clubs, you get a dance, the girl rubs her body on you, and you pay her a bunch of money (the dances don't last long, and they're expensive - sometimes STUPID expensive). The nicer clubs make a ton of money, and do everything they can to prevent the loss of their license, because it's literally shutting off the money valve.

But if you go to a ghetto club, or a club in a town with a corrupt police department who is getting paid off, then BJs, HJs, and occasionally even sex can happen (for a LOT of money, usually). That's the exception, and those clubs rarely last more than a couple of years before they are shut down.

I've never been in one, but I have seen police reports about what they find there. It can be, and probably often is, illegal drugs and paid for sex. One of the high class strop clubs in town got in trouble for both a while back. Of course, they said they didn't know it was going on.
