wouldn't assume they are stairing at you, its possible to look and think something else. Guys have a "blank... no thought occurring" where females don't seem to do that.

Beyond that, he could be thinking anything. you have this situation 1000x more than anyone else by the way. You are very sensitive to people stairing at you, or you should be on TV because people look at you all the time. I think you may be extra sensitive visually.
