For an outgoing guy, he would do everything he can to approach you, like talking to you, sitting closer to you, looking at you straight in the eyes, and laughing at whatever you say. He would even probably touch you accidentally to see your reactions. When he gets a plan, you would be the first person to be contacted. He just expresses his feeling toward you explicitly.

For an introverted guy, sometimes it's hard for him to make eye contact with you. Or maybe he would do only one thing, making eye contact with you. If you look back, you are giving him hope. Even he doesn't make eye contact, as long as you like him, make sure to help him out in a certain way or interact with him. This type of person doesn't tend to turn girls down in the first place because they think that by doing this he would create some embarrassment.

Thank you so much for replying, very helpful! He fits the criteria of an outgoing guy I’d say and does pretty much all the stuff you listed, especially laughing at my jokes and looking into my eyes deeply when I’m talking! And I have noticed lately that he seems to accidentally touch me like for example he’ll lean his leg on mine when sitting beside me at a desk and I won’t know how to react so I try not to move and just stay put (no matter how uncomfortable it is with reference to how I’m seated like if my legs are cramping from just being in a bad seating position). I want to find ways to touch him back I’m just not sure how. Also, he hasn’t really asked me out on a date, we just hangout after class all the time and even go back to his place on campus, so I’m not sure if he’s afraid I don’t like him back or what.

Just do the same thing as what he has done to you, and see his reactions, especially his facial expression. If he touches you, then you touch him back, if he looks straight in your eyes, look back at his eyes very deeply, like you could see through his eyes and know his soul.
If he can feel your feeling, strongly feel that, then he would probably ask you out.
