At the very least he shows a lack of respect and decency around his female coworkers. If I were you I would be like "wtf dude? What makes you think I want to see that?" If he has an attraction towards you is that really the best way to let you know? I wouldn't ever think of doing what he did, not in a million years.

This can't tell you that. Some people simply aren't ashamed or shy and don't care who's around and will change in front of anyone. Yes most people won't, but some simply don't care at all. What's his personality like in general, is it like that? (ie, confident, don't care attitude). But it's also possible he likes you and wanted you to see him. But what makes me think this is less likely in this situation is it happened at work. Which makes me question how much he changed? Like I'm assuming not naked if you were at work?
