When a guy looks away after eye contact is he shy or not interested?

We established eye contact for a few seconds then he quickly looked away to the side. He does this a lot too. He quickly looks away whenever I look at him even from afar 😅

If he looked away immediately then he's shy but if you made eye contact for 5 seconds or more then something else got his attention
