Guy at work looks at me from afar and comes around me but doesn’t approach me much. Why not?

We work similar shifts some days and I’ve noticed how he looks at me. He’s 20. He’s really nerdy and I really am into nerdy guys. I’ve noticed he works around/near me randomly (like hell stalk shelves around where I work so he’s in my line of view, or he’ll come work around the corner where I am, etc). And then I’ll notice from afar he’ll be looking at me but then when I try to meet eyes up close he looks down. Or if he does approach me he will look to the side before meeting my eyes.
Is this just disinterest or nervousness?
