Guys, Does being in the wrong headspace mean you don’t like someone?

I basically got kissed by someone I liked and he told me after he wasn’t in the right headspace The day after but was staring at me more than 5 secs Before he kissed me.

so does he not like me?
isn’t ready for a relationship rn?

and how long till someone is in the right headspace?
