A friend suggestion or a friend request? The first is based on the friends you have and their common friends that the system thinks you may also know. A friend request is them asking you to include them as one of your friends... yeah, big difference, since you would be the one sending him the friend request. So, think about your motivation here on just why you are even thinking about it.

If you just want to see if he likes you then no.
If you want a new friend or to build something with the guy then go for it
