I read you are 16, so probably he is a teen as well. He might be simply insecure, masking it with some mysterious proudness, some silence, some serious mood. Maybe he just can't find the right context or situation to feel enough comfortable to get confident with you. Probably if you meet in a comfy environment where you're alone and you do some activity other than just "staying there and talking" (like watching a movie, playing videogames, watching a match of some sport you both like etc), might make him feel less "observed" and so more relaxed.
You know, guys are very repressed and awkward when it comes to express theirselves for real, their emotions, their thoughts etc. You'll learn with the life how males are generally way more fragile than females, inside, and how much care they need. They just try to not show it even to themselves... And rather dismiss and shut down themselves if something is too emotionally demanding.

Could be shy? Doesn't know what to say? Maybe he feels awkward if he likes you? Social anxiety? You could try using messages to talk to him even when you're in person
I know that I tend to be more comfortable taking over text than in person sometimes, but I can also be more on the shy side.
Sometimes it is also a little easier/ less awkward to talk about "dirtier" topics over text than it is in person.
I text a lot and I talk a lot better through texting than talking in person. Some people are like that. Texting also give us more time to think on what to say then on person.
