He probably likes you , but he doesn't know if the feelings are mutual. So , the obvious reaction is to look away when he gets caught ( you staring back)

Rejection is part of life , don't worry about it. You're just asking to hang out so even if he says no , it's not goin to be a big deal.

I don't know the guy so I'm only guesing here. If he steal glances at you, thats a good indicator he's interested. If I were you. I would try and have casual convos with him ( if possible) just to get his vibe. If he's open and engaging, he's most likely into you.
