I don't think that alone is enough to be sure, but it seems like he might be. He apparently at least thinks you look good. I don't think you can tell just from that though whether he's interested in a relationship or in hooking up or if he just thinks you look good. I think you would need to analyze his other words and actions to get a better idea about which it is.
