Yes he does make outrageous statements to get a rise out of me a lot like for example do you think it’s the same way of him telling me he cheated on me but not taking it seriously as I am and then says he was testing me to see if I would leave him so easy

Between guys, the more insulting the teasing the more love they have for the guy. It's means backhanded affection. If he isn't being all weird withbhis phone and changing up his routine and going MIA when he's usually available, I wouldn't worry about it.
