What's he doing?

I (21f) was once facing this guy's direction and when I noticed him (24m), I blushed and quickly looked away. A year later , I talking to someone and I noted him staring from the corner of my eye. I ignored this and walked over to some other place, but he continued staring. I walked somewhere else again and he was still staring. At this point it was more like he was watching me as his eyes followed everywhere I walked. I then hid behind something hoping he'd stop, but a minute later, I stepped out and he was still there, just staring. We were at a distance, but it still felt super weird and intimidating, so ran to my car and began crying.

He's someone I know (distant friend of family), and yeah I know for a fact that he was staring at me. I just don't get why he's trying to be intimidating like that?

He was definitely staring at you, no doubt about it. How do you know he was 24 years old? You saw the same guy a year later?

He's a distant friend of family, and I see him occasionally

Maybe he thinks you are really cute and wants to ask you out but he is too shy

But his staring is to the point where it's intimidating. Like it's not staring it's more like watching my every move

Don't let him intimidate you. If you see him do it again, confront him. Just don't do it alone. Make sure you are with someone.
