He said let me think on it. What does that mean?

Met a guy on tinder and started talking to him and let him know I was really only looking for a friends with benefits type thing. Of course he was all for it. Talked sexually for a couple days but then he started texting me good morning/goodnight and having normal conversation. Didn’t think much of it. We met up a week later to hang out and talked about life and watched a movie before we hooked up. I felt such a connection with him. I go home not thinking a whole lot in to it, just that it was all around amazing and I’ve not felt that for anyone in a long time. I’m usually good about sticking to the friends with benefits part and not catching feelings but this time I’m feeling. We kept talking daily (which I feel is not common for friends with benefits). We met up again and got straight to business and after I say: “I know I said I wanted a friends with benefits relationship but id like to withdraw that. I feel a connection with you. I don’t want to scare you away or put unnecessary pressure on you. I’m content with what we have right now and haven’t fallen for you yet but wanted you to know I see me falling for you.” I totally blindsided him with that and it wasn’t fair for me to change what we agreed on but he maintained composure and said “I’m on the fence. Let me think about it. I’m not sure I want anything serious”. I myself am not looking for “serious” but one steady person to do things with would be cool. After that convo he started telling me about his life. It got deeper than normal after hookup chit chat. But here we are almost a week later and we’ve not really hit on it but he’s still texting me, feels slightly strained. I brought it up as gently as I could and he said “sorry it’s taken me a while, still pondering. I’ll have an answer soon”. I don’t know what to do. Obviously give him time to think but would he wait a week to break my heart? I’m tempted to tell him don’t worry about any of it and be done and break my own heart. Prob thinkin to far into it
