Guy's Behavior

If a guy says this isn’t goodbye forever, just for now and let’s keep the window open.. what does he mean?

Please read details because I can understand this could come off like a fuck boi saying. But basically we got to know each other the last several months but he has to move to another country for awhile, like til next March and he’s coming back home. So when we were saying goodbye I figured it was over for us completely.. that’s just how my mind works. It’s either we’re on or we’re off to me.
But he said we should keep the window open and in contact and see when he comes back, and so I said that confused me because it feels over. And he said “no! This doesn’t have to be a goodBYEEEE forever, it’s not like byeee have a nice life, nice knowing you. Let’s just take it as it comes and go with the flow and see what happens in the future.” Something like that, it was over the phone so I can’t say word for word.

Is he bullshittin me?
