It is clearly weird and creepy and not at all ok but whether or not there is anything illegal about it Im not sure.

In the UK you have a right to a safe working environment, Im not entirely sure how that is defined but I would expect this sort of behaviour to be covered at least in the spirit of the law if not the letter of it and potentially a judge might rule in your favour if there is no president for it?

I guess you would have to look into the specific rules and regulations which govern behaviour and rights etc in your country and or consult a lawyer.
