More times than any, it just means he isn't into you. Or they have been through too many ordeals with the opposite sex and avoid them at every turn. There are many reasons people avoid the opposing gender, and there is no way of looking into their head to see what they are thinking (unfortunately).

  There is no telling what people are thinking. The reason one person interacts in one fashion, another person will do it for another. I would just disregard it, and if he wants to socialize he will "come-to". But in the meantime, just keep looking straight ahead when you see him. Or look his way, but this time give a bigger smile.

  @Vikkrram i dont know. When i saw him at work i asked something about the work he told me i ask one other colleague and during the conversation i saw from his eyes he like me but then he sneered at me. The next day he puted his head down when i saw him i wanted to say hello but he puted his head down. But when i pass by him i see from the corner of my eye he turn his head to look at me.
