Why does my in-law stare a hole through me but rarely talks to me?

Ever since I met my in law he’s always staring at me at every event and always trying to listen in on any conversations I’m having with anyone. He is always the top 3 of the first viewers in my Snapchat. He’s much older than I like maybe 12 years older.

Once at a birthday party he saw me with my daughter she was maybe a year old at the time and he came over to us as we were playing and kissed my daughter but corner eye looking at me. Then his brother kept calling him to come over there to where he was and he just refused the first couple of times and then he finally gave in and went over to him and hurried up and came back over to us.

I thought about it but I don’t know my in laws talk a lot and that particular in law his mom adores me. Every time she sees me we are talking for hours and laughing.
