Why does he stare from across the room but never talk to me?

I've seen this guy staring at me from across the room through my peripheral vision a few times. However, when we're in close vicinity, he never talks. Is he expecting me to make a move?

Maybe. I would assume he likes you but wants your attention. It's a weird way.

Well, this guy is in his early 30's. I've greeted him occasionally, and he'll greet back. He isn't approachable because he doesn't have a warm personality. I asked him a question once, and he was very short and walked off. So, I've just kept my distance.
