I don’t get why he does this?

I notice this guy I like (He doesn’t know) would sometimes walk up to me like he wanted to say something, but doesn’t and walk away.

This happen on a few occasions where I’d be sitting down on my phone and in the corner of my eye he’ll approach me, I look up to acknowledge his presence and to see if he needs something, then he’ll just walk away.

And also this happened twice where I’m minding my business and he would chuckle, and when I asked whats funny, he’ll say “Nothing” and turn around still chuckling under his breath.

I would try talking to him and start up a convo, but I have social anxiety and what’s he does is kinda awkward so I don't know how to get him to talk to me without being weird

I meant when I’m on my phone scrolling through social media or something he would sometimes come up, not when I’m talking on the phone. Just to clear that up

#1, if you were on your phone it would have been rude of him to interrupt you so instead he walked away. Maybe he is shy, or also has social anxiety, so doesn't know how to break the ice so laughs instead. Next time force yourself to say something if he doesn't or you two will be playing pussy foot until the end of time.

I wouldn't barge in on someone texting or whatever they were doing on the phone unless I knew them. But maybe I'm just weird like that.

I asked him why he does that and he just wouldn’t answer so I don't know what to do if he can’t answer my question

Pretty sure he has the same issue as you, either he's also socially anxious or just super shy so he wants to approach you but can't muster the courage to do so.
I assume this tango will keep going until either you are able to start the convo or he musters up the ability to do it.

He talks to everyone else just fine whether they’re a man or woman. I’m the only girl who he doesn’t interact with much besides what I’ve been noticing when he’s around me
