Guy's Behavior

I don't understand. Why he is doing that?

He said he doesn't like me, so why is he looking at me and looking at every girl he sees...
He raises his voice when he sees me around, showing that he is happy and popular
and sometimes he looks at me and I ignore him and vise versa...
after that one of my friends ask him again, but he say he doesn't like me!!
I don't understand. Why he is doing that?
