Guy's Behavior

Is he playing hard to get or is he just playing with me?

So there is this guy who's friends with my cousin. He has quite a reputation of being a player and even my cousin told me he is not a relationship type of guy.
I met him a total of 2x, separate events which both involved lots of drinking. The first time we meet we just got aquatinted so we didn't really talk, however he added me on social media about 2 days later and he also like a photo i posted. The second time we meet we made out (i was quite drunk) but when i noticed i tried to stop it. I told him that i heard about his reputation and so on but he told me that was in the past and he really finds me attractive and wanted to go out with me. He also told me that he also asked permission from my cousin (which was true cause i asked him). As a joke i told him that he would probably forget I exist the next day and he said he surely wouldn't so I told him to text me the next day to prove it. The next day i reposted a photo of the event and he saw the story within seconds I posted. After about 2hr he replied to that story i had posted. The thing is that after i texted him back he took several hours to respond even though he was active on social media. He has been doing this ever since (i mean its only been 2 days). it's really annoying and I don't know what I should do. Any opinions?

Some extra info if forgot to mention...
He also liked me on a dating app but i didn't reciprocte since i know his history.
To be fair he might also be busy with studying since he is in his last year of medicine and surgery, so that might also be a factor to why isn't trying to dive into conversation
