Is he playing with me?

So I have been talking to one guy for a month now, at the beggining he seemed really nice and interested. He asked me out on coffee (first date) and we had great time, he bought me rose and said really nice things to me. After few days he asked me again to hang out and we agreed to meet on Monday, but he flaked. He didn't even send the message that day that he will not be able to hang out. Day after he sent message to ask will I be able to hang out today and I said I was little bit mad at him for not saying to me he couldn't hang out yesterday (Monday) and he apologized to me and asked me when I am free so that we can go out and we arranged that we will see each other on Wednesday. On Wednesday I sent him message to see at what time and where we will meet and he didn't respond. I am on delivered now for 5 days... Is this guy playing games with me?
by the way he's online because I see that he is viewing my stories on Instagram.
Is he playing with me?
