I was trying to throw away my trash and I bumped into this guy named Trey. He said sorry and I didn’t reply, but not because i’m rude or anything. It just took me a
while to process what happened. Anyway maybe 30 seconds later, he was almost out the door so I look up to see him staring right at me. I was embarrassed because he had caught me. So I gave him this look and was looking away when I did it:

So I look back again, I see him smiling big at me, laughing too? I think. Then he shook his head as he continued to walk away. Does this mean he’s possibly interested

Nina Dobrev is a beautiful woman. She can smile, frown or make weird faces... anything she wants is fine with me.

As for your situation, he may be interested, but more than likely he's just laughing at the weird expression you made.

I automatically smile at others when I am in public, especially if I accidentally look at someone. When I say automatic, I mean, before I even catch that I am smiling awkwardly at strangers. Long story short, I could imagine someone writing a thread about me doing the same thing.

More like wondering why you are so rude by not saying "excuse me" or something. Being surprised doesn't give you an excuse as these things happen and you say excuse me or Im sorry. He was probably laughing at your lack of tact in the whole thing.

I'm not buying that. People always have some kind of excuse on why they can't display proper manners. First they have "trouble" with replying to a greeting such as "How are you" and here she is taking about having to process someone bumping into her... that's not a good thing at all
