Should I ask my crush out I personally don't know him?

I have seen him in my college and I have never talked to him before. We have had couple of eye contact moments not sure if it means anything. So we will be graduating in a few days so I can't start with being friends. I thought of just to go up to him and asking if he would want to hangout sometime. I hope I don't come off as desperate or creepy.

You don't know how you're gonna come off. You can only take the chance.
But going up to someone and making your intentions known in one way or the other is never actually creepy in itself. It takes a lot of courage to do that. And even if it doesn't work, you can be proud for having tried. It'll only make the next time easier. Either because you know it has already worked before. Or because you got rejected, but you're still alive. :D

A thought, though:
Since most men aren't used to being approached like that, he might be so surprised by it, that he doesn't know what to do. You could circumvent this by just giving him your number and asking him to call you or hit you up on whatever social media or whatever the thing is nowadays. This way you'll give him time to react the way he wants to react instead of a (potential) defensive reflex. Although, if you do it this way and he takes a long time, or never adds you, you're never really actually gonna know.

You will know by observation, his attitude, facial expression, tone of voice, word choice.
You are in a "little time scenario", so I'd go the "shall we exchange numbers so we may talk in the future?" route, not the "let's go out together" one. A little less immediate and direct in other words.

I'd remove the "cute" part for sure, it is implicit that you like him, no need to spell it out.

I'd have a normal conversation (my name is, what is your name? I am a?-year student, what year are you?) then round it off with something like, for example, "I'd like if we can talk again in the future, may we swap numbers?".

I don't think anything is a total nono. But if you're gonna think about what you wanna say, you might as well think it through. :D
It's OK to tell him you think he's cute, but tcan be a hard thing to tell someone (especially with other people around, which may be the case) to their face, especially when you're shy and haven't approached anyone before.
Keeping it short and simple might be a good idea, so you don't choke or stumble over your "lines" so to say. :D Ask him to exchange numbers, because you'd like to hang out sometime, or just give him your number on a piece paper or something (with your name on it). Of course you can introduce yourself, if you want to. Of course you can play it cool and casual if you want to. But please don't give up. Trust me, it's worth it. If you don't do it, the regret of not doing it is gonna eat at you hard. Probably.
Be yourself. You is the thing he's supposed to like. If planning out things to say beforehand is You, then it's OK to do that. If just winging it is YOU, do that. If telling him you think he's cute, is You, do that. No dude is gonna hate you for liking him. Since none of us know this guy, there's no way of knowing how he'll react. So you just have to find out. There isn't any actualy wrong approach here. Other than not doing it. :)
