Avoiding anything out of fear of consequences. Fear, not dislike. I don't fear jumping off a cliff. I dislike the idea. There's no reward, no skill, anyone can do that and commit suicide. Base jumping is far more interesting to me.

I believe it simply means he was too shy or embarrassed to ask you out, since I've been in the exact same situation and that was the case for me.
It's not necessary means that he had doubts telling you this, otherwise he wouldn't have told you in the first place. There is no need to interpret some sort of secret message from what he told you.

If he told you and you were bothered by it, your rejection would hurt but if you were the type to laugh or mock him for his interest, or tell others and they mocked him. It could drive a man to suicide.
