Well, it could mean a variety of things. Just like someone at a bar saying the same thing. Is it someone you know? is it someone you trust? is it someone with a history of womanizing? Have you both hooked up or dated at some point in time? Their are many factors to take into consideration when analyzing this question.
It could mean they are showing romantic interest in you, or if you have been wearing flannel shirts and sweat pants for a year, then show up in a nice suit or dress, they may be trying to tell you it looks more professional. NOW, with all that said, the MAIN thing is, How did it make YOU feel? did it make you feel uncomfortable? If it did, then the next time they say something I would say, "Hey, not appropriate. That makes me uncomfortable." or if just this incident made you uncomfortable I would go to them and say, "Hey, you remember the other day when you said, "Nice outfit you have today", well it made me feel uncomfortable. Could you please not do that and keep it professional please? Thank you." Then walk away.
In my opinion no one should be worried about peoples outfits at work. There is work to do for god's sakes lol. Your outfit shouldn't matter. I hope you figure the situation out and are able to have a safe work environment. Feeling uncomfortable at work isn't okay, for anyone.00 Reply

+1 yIn today's ridiculous environment that is likely him trying to flirt but having to be very cautious and careful about what he says to avoid losing his job. If you are both single and you are interested, ask him out. He prolly wants to ask you, but doesn't want to risk his livelihood in the event you are one of these crazy assholes that can't take a compliment and that will try to ruin his life and get him sent to HR or fired. If you aren't single or interested then just take the compliment and say thanks.

Does this colleague often make these kind of comments? If they do, it's probably part of their personality and likely just friendly. If it's not common at all, you could consider that they are trying to make you happy. Unless you were visibly upset/down recently, I would imagine it shows some romantic interest

+1 yI have said such things to ladies in work too just as a honest compliment. Depending on the individual it could be meant more as a compliment. He may or not have the hots for you but just take it as a compliment and carry on your work as normal. If he meant more to the compliment itself, time will tell if that is the case.
