He may be insecure about the apperance of his junk, or he may think that perhaps you would be more comfortable with the lights out. Some people have an easier time letting go of inhibitions if they are not looking into the eyes of their partner.

Maybe he thinks some girls like it with the lights off. I go with low lighting rather than completely dark though.
