Is he flirting with me?

So I just opened a new checking account online and wanted to deposit some money in it and avoid having to wait the 7-10 days for my debit card to come in the mail. I spoke the teller and told him what I was there for and he gave me the deposit slip to fill out like normal. While doing that, the pen stopped working so I asked him for another one and that one stopped working too. He gave me another one and that one also stopped working. We laughed about it and he gave me his pen. He jokingly said he doesn’t like to give his pen to anyone but decided to let me use it. So while he was processing the transaction he asked me if I was in school, and I told him I just graduated. We then talked more about what I studied, why I chose that path, where I went to school etc. He then mentioned that he liked the dress I was wearing and I thanked him. We exchanged goodbye’s like normal and I left. I actually had to come back in the next day for another deposit and he was there. He of course greeted me and joked about not having my debit card yet. The pen still wasn’t working again so he had to give me his and joked that I get to use his pen again. He then started asking me how I’m doing and how my day was and we made small talk. He asked me what my plans were for today and it was just getting some work done and a workout. He then jokingly said the $50 bill was a fake which we laughed about. After he was done he gave me my receipt and told me that he liked what I was wearing. I assumed he was flirting a bit but I also thought he could have just been nice, since tellers usually have to be friendly with customers.
Is he flirting with me?
