Okay, you are about a friend request like it's some sort of big deal. This is a guy that you've never even spoken too... which is just as much your fault by the way. Him staring does not mean he interested. Attracted maybe, but interest is a big stretch. Getting to know someone requires interpersonal communication, ie talking. You can't do it online, it never works.
I get friend requests from people at work that I have never spoken to. It just seems weird to get a request from someone you don't know other than what they look like.

Sounds like he moved on in his life. And, he left all that behind.
It might be something on his end that has nothing to do with you, but only he knows.
