Why would a guy be nervous around a girl and not tell her anything about why he is like that?

I go to church with this guy who is my age (17), I have known him since childhood and we have always been friends until we turned 15, then he started acting very nervous around me and jumpy and it's still going on 2 years later. He is pretty shy and does not touch me at all but I always catch him starting at me. I am pretty puzzled on why he is acting like this. What is causing him to be like this? I am average looking and I don't act weird or mean so I don't get his behavior. Any thoughts?

If he liked me don't you think he would at least make a move? He talks to other girls just fine, just not me and I'm sure he likes them too because a lot of them are beautiful.

He likes you and either he's too shy to ask you out or he doesn't think its appropriate because its a church setting.
