Not at all- attraction is just attraction, and anyone who can critically think (and is past puberty themselves) knows that reaching adulthood is not an instantaneous, flipping-a-switch process. They may not ADMIT it, but they KNOW it.

Morality is in actions, not ideas.

No, that’s normal. It’s normal for adults to be attracted to sexually mature teens. It’s not normal to hit on them.

I think it depends on what is "underage" is in your jurisdiction. I don't think finding a 17-year-old attractive makes you a pedophile.
