Why would you message a girl everyday, ask her what her plans are but never initiate hanging out?

There was this guy I was talking to that would message me several times throughout the day and would ask me what my plans are thinking that he wanted to hang out, yet he’d always just answer with an explanation on what plans he has. I stopped talking to him, but just curious on what he wanted from me.

Just a guess, he wants to keep you in his orbit. You're not his first choice for a girlfriend but if he keeps you in his orbit he'll come back at a later date and might initiate something.

That’s what I figured too which was okay because I said I didn’t want anything serious so just really weird he never wanted to act on it

When he’d ask and if I didn’t have any plans, I’d share I was free and then nothing so it was really confusing. Not to mention I did, once or twice I did ask when he was free if I wasn’t the day he wanted to hang out, and he’d just ignore it sooo felt pretty off to me
