A combination of all 3, really. I personally don't follow any girl on Instagram unless I know her personally in real life, but I have friends who do.
They might follow her firstly because they think her content is interesting. Like the photos she posts are cute and maybe even sexy. Then one day if she's posted a question or just a photo or video of herself on her story, they might comment on it or compliment her in hopes that she replies and they can start a conversation. This is where flirting can come into play. Naturally as the conversation progresses and they slowly but surely get to know each other more (which almost never happens, let's be real), they'll potentially work up the balls and ask her out on a date, inevitably getting shot down mercilessly with the following responses;
1- she leaves them on read
2- "sorryy I already have a boyfriend"
3- "haha nooo lol I don't see you that way!"
4- "I'd love to but I'm really busy. Sorry"
5- blocked
And the cycle repeats 😃
Honestly the majority of girls out there on social media isn't really people we're *actually* interested in.
But just like with porn, we enjoy variety, lots of things to think about.
Some of them we do indeed want to flirt with at times, but usually it's just looking at good pictures hearing about them etc.
I don't know about Instagram specifically as I don't really use it much, but there's plenty of social medias.
And I know that behavior.
I'd say, they probably don't really know anyone to follow. If everyone only follows people they know, they wouldn't be following to many people.

I followed a lot of stranger women on here , haha. But yes i follow a girl on Instagram. Her picture randomly popped up on my feed. She is so damn cute. she's an influencer i suppose. But other than that i rarely follow any women who doesn't have a blue tick. Others are just my friends
The girl is found interesting, that's it. Her content is likable or something, that in some sense relates to the user, or attracts the user with her feminine charms.
Even natural beauty with full clothes can attract any guy. Girls have that effect.
I think influencers get paid by the number of followers, so why not? I also follow Instagram pages with pictures of elephants, dogs, snakes and other things with interesting content…in addition to girls modeling bikinis.
I don’t have instagram so I don’t know, but seeing my friends I think in general it can be for interesting content.
-They like how she looks for whatever reason, and they want to see her pictures.
-To date them and hit them up in DMs and such eventually or never and just leave them on follow, or unfollow them.
-Sometimes it's just their content they post and there is not intention to flirt or date them.
I don't know why someone would if it ain't for the fact they be hot.
Sometimes it is to date; but I assume most people follow others on social media because they like their content.
