So there is this guy, we occasionally work together. From our previous interactions and the fact that we always make eye contact, I get the sense that he might have a crush on me. This guy is kind of growing on me however he constantly playfully teases my friend (who also works with him) in front of me. She is happily married and has a child and has never shown any interest in him. He is aware of this. I don’t understand why, if he sends me interest signals, he does this in front of me all the time. Is it to make me jealous? Is it because he likes her?

As an adult, I would never do it. Firstly, I am not 11 years old. Secondly, how much more disrespectful can one be to flirt with others in front of one that they seemingly care about. I'm just answering your question, if he's doing that to get your attention it's a stupid way to go about it. If you were 14 years old and teasing the girl you like, that makes more sense to me.

He could like her or you. Eye contact doesn't say much as actions do so it's best to wait and see if they say anything to you that makes you feel they like you as it doesn't seem like he is doing much
