Friends with benefits turning romantic?

So me and my ex boyfriend are becoming friends with benefits. We have done this on and off. We broke up 3 years ago. We keep going back to friends with benefits. This time we were sexting and talking about having sex but we kept chatting and he finally told me he wants closeness and more holding and longer time kissing. This doesn’t to me sound like friends with benefits to me. Plus he has been texting me more and we even are starting to text each other about work and life and every night we text. At this point he said he is even good with heart emojis sent to him. Plus I said I love him to see what he says and he said I sounds good to him. He says he kinda likes someone else but also doesn’t want to deal with that new thing. Is this turning romantic or just friends with benefits?

I have heard of this working actually. What happened though was in between the friends with benefits there was serious communications. One couple went to a third party environment to monitor fairly their communication. They slipped back into the relationship on their own. The distance with closeness helped, however, these people wanted to make it work too. One couple still together and other one after a year could not get it to work...
