If that's all he's doing then he's probably just being friendly with you. If he was doing anything more than that like talking to you or flirting a little bit then I'd say he likes you. I have female coworkers that I smile and wave at and I don't ever really talk to them much any more than I have to because I'm not really interested. At most he might just be testing things out to see if he wants to try for anything more but that's really it.
