Probably yes.
Men my age have an unfortunate habit of unconsciously using phrases like "good girl" which are inappropriate to a woman, but that we were raised saying.
Some feminist-leaning women hate that phrase because they feel it is belittling, but, honestly, we mean no harm by it.
I didn't sense any harm when he said it so that's why I kept talking to him instead of being rude and walking away
I presume that he saw your tan lines, which told him that you weren't out tanning topless, and so in his mind, that made you a "good girl." Yes, it was intended to be a compliment.

So what about the girls who cover their whole bodies down to the ankles and wear turtle necks? They must be saints and angels by that definition.
