Is this guy interested?

So the guy in question is one that I have hardly ever talked to even though I wish we did, but friends and I have noticed staring my way and I did hear that he liked me a year or two ago. He is quite popular but I don't have him on any social media... but he always stares at me then looks away when I notice or things along those lines. One time he was walking by and I was watching him, and so then his eyes flicked over at me but when he saw I was looking he quickly looked away... Can anyone give me some advise?
