What are signs he isn't that into you or just wants to use you?

There's this guy that says he likes me and all. We have gone out several dates and have went well but something about him is off. In person he's really great but he doesn't call me anymore and rarely texts me and always making excuses about not being able to see me, or his excuses dont make sense as if he is lying or always busy or out with his "guy friends/coworkers". I'm not going to bother anymore and if he does like me he can come to me. Last week he asked multiple times if he can kiss me and I kept saying no.

Last Sunday he texted me asking if I would like to go out with him this weekend coming up i said yes and we agreed to restaurant. Last night I asked him if we still meeting and he said he is going to a concert and supposedly forgot to tell me and he had bought his ticket a month ago. I even asked for next Saturday 29 and he said "I will try". Like try? Its a yes or no. I feel so unwanted

Respond 'sure :)' to 'can i kiss you', in order to encourage him to try reaching out more, but yeah, other than that, he's showing all the signs that he just wants to use you.
