Why did he follow the people I've tagged on my profile?

My crush attends the same courses at uni as me. I checked his Insta profile and he doesn't follow many guys from uni. He's from a foreign country and follows only people from there and in general he hasn't socialized with us, the locals at uni. I decided to make a follow request on his Insta profile and he accepted and followed me back, which is very natural and anyone would do it... However, short after that I noticed that he also followed 2 friends of mine from uni. These are the only people I've tagged on my profile and he has never talked to them.
