Why does a guy hold eye contact with me and sometimes looks away when I catch him?

why do I make eye contact with no guy and doesn’t look away when I look at him and hold eye contact until I look away and he fixes his hair while doing it

and he sometimes stares at me when I’m not looking and when I look at him he looks away

does he think that I look at him too much and that’s why he hold eye contact or is it because he’s interested?
