Why would a guy stare at me and not look away when I catch him?

I caught a coworker staring at me. He wouldn’t look away when i caught him. He didn’t smile or anything but what could it mean? I felt awkward cause he is kinda cute. I’ve caught him looking before but this is the longest he’s stared
