Why would a guy stare and observe a girl if he didn’t like her?

why would a guy stare at you a lot when you’re not paying attention but when you catch him he looks away and sometimes you guys hold eye contact sometimes by accident until you look away but avoids being near me

why do guys do this if he’s genuinely not interested?

Well... Assuming I don't like someone. Why would I state? They are being obnoxious, doing something weird, among other things like that.

If you aren't doing anything like that and are attractive then yeah I can only ASSUME that he likes you. If you like him then go talk to him
