Look.. he could even dislike you, i had a crush on this guy who used to talk to me so much he was quite popular and i was a new kid and i was very quiet i still am quiet, we argued abit and teased each other and i devloped lots of feelings for him, to bad im a moron and just had to google how to flirt with him, i constantly kept staring at him across the room i felt to awkward to talk to him cause of my staring, eventually he did the same and we were goth hving fun, but then i believe he found it very creepy even though we had just watched a video explaining flirting, after all this staring i stopped cause i had the feeling i was creeping him out, now i find him looking at me a lot and when i look at him or my friends do he does not look away, i have always wondered if this was to show he liked me or feared me but guys can look at someone they hate and not care if the other turns around, they can also do it if they are veyr interested or confused in your behaviour, even though i stopped he didn't because he was checking if i was looking which can show many different emotions. so my advice for you is to dont rush into it and just check what emotion he has but if you are creeped out just ask him to stop or catch him out in public if its rude.
First of all it isn't shame that makes a guy look away it's reluctance to show too much interest or be thought rude.

Not all guys will feel awkward. Some may think you will like the attention and flirt back.
If you want to get them to stop just saying something so the few people around you will know what is going on and he should stop.
