Why does he stare and then act like he wasn't staring?

I was talking with my bishop, the younger people in my church went golfing and the bishop started asking about how many guys had asked to marry me lol. We were just joking and I turned around and he was staring. Not at my body but at my face, and then he looked away, and then came over and started talking and we rode home together. I don't think he was within earshot and this was after a long period of no talking.

cause we didn't talk for 4 months and it felt like he was just trying to let me down slowly.

I would say he finds you attractive and maybe wants a relationship with you
