Is there anymore context to the conversation where he said that? If so, might want to use the update box and update the question with more info. By itself, that seems pretty aggressive to say. "You're mine" comes off possessive and like you don't have a choice.
Now, with more context, that could be completely different. To me, it sounds like he is signaling (poorly albeit) that he likes you and wants to be with you. Like you are "his" girl or whatever.
Problem is, I don't know a thing about this guy. Could he be saying this to a bunch of girls to see what sticks? Yep. This is where more information would be really helpful. I see that you have been talking for a month. What are the conversations like in general? Positive?
Always be wary of what you stated in your details. He very well may just be trying to get in your pants. Set some personal boundaries and stick to them. Don't give in if that is the case that he is only after sex.
