Not really. Sometimes it is just a polite gesture to wish someone sweet dreams if you are possibly the last person that she talks to / chats with. They simply may mean to be nice. People do that sometimes, their nice and say nice things for its own sake.

Nope, not usually unless he’s into her as more than just a friend. Or maybe they have a special bond as far as a friendship that is purely platonic. But no I don’t say that to my female friends.
